Much attention has been paid in the media to the declaration behaviour of administrators. Although tampering with expenses occurs in all sectors, recently directors from the education sector have been severely confronted with their expenses behaviour. This included Marjan Oudeman, director of Utrecht University.

Erroneous claims behaviour

The minister writes that Marjan Oudeman has had over 16,000 euros of her salary refunded. This is due to a tax addition due to the official car she used to go to side activities, among other things. Oudeman had used the official car with driver for private trips to supervisory board offices at ABN Amro in Amsterdam and Ten Cate in Almelo, among others. The private use of a company car counts towards a director's salary, but Oudeman already earned the maximum allowed under the salary cap.

 

Declaring frugality and efficiency

Education Minister Bussemaker has ordered the inspectorate to investigate the declaration behaviour of directors in higher education. The investigation comes after PvdA, SP and CDA asked questions about expense claims by board members of Windesheim University of Applied Sciences in Zwolle and about the private use of the company car by the chairman of the board at Utrecht University. There are regulations for education administrators on what they are allowed to declare. These must be unambiguous, transparent, sober and efficient. Supervisory boards must monitor this and ensure that salaries fall within the so-called 'standard salary cap'.
